East European Council helped to organize Security Seminar in Poland
On October 3, 2025, a Polish-Ukrainian security seminar entitled “Ukrainian Experience in Countering Drones” was held at the headquarters of the International Civil Society Institute. Representatives of government agencies, security forces, public administration bodies, experts, and civil society organizations participated in the seminar.
The aim of the seminar was to exchange experiences between Polish and Ukrainian experts in the fields of security, crisis management, and the use of technology in warfare. Discussions on anti-Ukrainian topics addressed the use of unmanned aerial vehicles and drone systems, as well as the role of public administration in ensuring security during wartime.
The seminar, moderated by Mateusz Komorowski, founder and president of the International Civil Society Institute, provides detailed information on the ongoing war in Ukraine and its growing security potential, including the exchange of knowledge, experience, and best practices among experts, institutions, and partners. He emphasized that such a range of capabilities will not only allow for a better understanding of the realities of the modern battlefield but also leverage the experience of Ukrainian users of the training ground in military technology, security, and offensive operations, as well as in managing the circuit breaker system. He emphasized the importance of access to civil society in the state’s operational system.
The seminar’s speakers included:
Vyacheslav Rublev, Member of the Verkhovna Rada of Ukraine;
Oleg Dunda, Member of the Verkhovna Rada of Ukraine;
Andriy Onistrat, former commander of the “Dovbush Hornets” attack drone company of the 68th Oleksa Dovbush Separate Jaeger Brigade.
In his report, Vyacheslav Rublev examined aspects of governance in wartime conditions. He emphasized the importance of actions arising from communication between administrative services and the transparent use of public funds during missions.
Oleg Dunda was sent to participate in the seminar, focusing on diplomatic and oversight control of state security. All rights reserved. Focus on the implementation of innovative defense solutions. How this type of practical cooperation forms the foundation of effective armed forces today and strengthens the defense capability of the entire region.
The final speaker, Andriy Onistrat, examined in detail the tactical tools and technical aspects of using drones and counter-drone systems on the modern battlefield. He discussed drone configurations, their functions and applications, as well as developing military technologies that are increasingly influencing modern defensive and offensive operations.
This joint workshop is expert-level and provides a platform for the exchange of practical knowledge between specialists from Poland and Ukraine. Discussions are conducted in accordance with binding security agreements from various perspectives – military and administrative – as well as the approved basic principles of interagency cooperation in security and defense.
An open debate will be held during which participants will be able to present their views and ask questions. The event is a step toward building an expert dialogue and creating a common platform for exchanging experiences in ensuring security in the era of practical technological and geopolitical solutions.
